In the aftermath of independence, the wilaya has inherited three (03) markets covered, two (02) at Mostaganem ville and one (01) to Sidi Ali.
The inadequacy of these spaces and the disappearance of the structures falling within the el Fellah Aswak and galleries allowed the proliferation of informal trade.
With the goal of a definitive treatment of this phenomenon, the public powers have made very great efforts for the realization of new commercial structures in the PCD and fund programmes communaux.

The informal market:
The lack of commercial equipment during the period of the 1990s and the situation that has consented in the black decade has favoured the emergence of informal business activity which has assumed worrying proportions.
This situation to pushed the Government to take action to eliminate this activity, through the implementation of interdepartmental instruction (Interior-trade) No. 473 of 09/03/2011.
Pursuant to this statement commissions have been installed through ten (10) districts of the city.
To promote this segment of the economy across the province, it is instead of creating new modern equipment responding to the universal norms of distribution, allowing the availability of loyal merchant and healthy products.
In this sense it is recommended the creation of wholesale markets of general food, materials for construction, equipment and hardware, the extent of extra - muros immediate of the city.
Also it there instead of developing new infrastructure, such as abattoirs, the killings, taking into account the priorities and taking into account the needs according to a blueprint of the commercial urbanism, to invest useful and avoid the mistakes of the past.

Situation of commercial spaces:
The situation of the commercial spaces at the wilaya level sets as follows:
* contracts approved in 2012: (15) markets

* marchés réceptionnés en 2013 : (08) marchés

*approved markets in 2014 : (11) markets

* commercial spaces under construction and rehabilitation: (05) markets

3. Markets in projects:
   (14) market in the PSD Framework
   The program of consolidation of economic growth 2010-2014, the wilayah of Mostaganem has benefited from registering an operation of realization of 14 covered markets in joint funding PSD and local communities, for an amount of 205millions DA with the contribution of local communities of 105 million DA).
   The operation has changed with the reduction of the number of contracts to 05 at the level of the city of Mostaganem in the amount of 100.000.000,00 DA, the project is at the stage of selection of Lands (decision No. 1597 of 31/12/2014).

   Complementary programme:

   In addition to the above mentioned achievements, our province has enjoys a companion program to 2014 by the inclusion of the following projects:

   - study and realization of an exhibition centre: 300.000.000,00 DA (the management of the transferred to the Directorate of public facilities)
   - study and realization of a cattle market: 100.000.000,00 DA (Design Office held)
   - study and realization of a fishmonger: 220.000.000,00 DA (the project management was transferred to the Directorate of public facilities.
